Srinagar, July 10: In a significant breakthrough in its efforts to track absconding terrorists, the State Investigation Agency (SIA), Kashmir, has secured an Interpol Red Corner Notice (RCN) against Imtiyaz Ahmad Kandoo, a designated Hizbul Mujahideen terrorist wanted in connection with the 2013 Hygam (Tarzoo) terror attack in Sopore, in which four Jammu and Kashmir Police personnel were killed.
According to the SIA, Kandoo is the main accused in the attack and is believed to have fled to Pakistan after carrying out multiple terror-related activities in Jammu and Kashmir.
Wanted in Multiple Terror Cases
Investigators said Kandoo is also wanted in at least 10 other terrorism-related cases, including:
- Targeted killings
- Terror attacks on security forces
- Illegal arms smuggling
- Narco-terror financing
- Criminal conspiracy linked to terrorist activities
The agency alleges that he has remained actively involved in facilitating terrorist operations from across the border.
What is a Red Corner Notice?
An Interpol Red Corner Notice (RCN) is an international request issued to law enforcement agencies in all 196 Interpol member countries to locate and provisionally detain a wanted individual pending extradition or other legal proceedings.
Although an RCN is not an international arrest warrant, it enables police agencies worldwide to identify, trace and detain fugitives based on the laws of the country where they are located.
Boost to Counter-Terror Operations
Officials said the issuance of the Red Corner Notice marks an important step in India’s efforts to pursue terrorists operating from foreign soil and bring them to justice.
If located abroad, Kandoo can be detained by the host country’s authorities, following which India can initiate extradition proceedings in accordance with applicable treaties and domestic laws.
Investigation Continues
The SIA said efforts are continuing to trace Kandoo’s network, identify his associates and dismantle the terror infrastructure linked to him.
The agency reiterated its commitment to using both national and international legal mechanisms to pursue fugitives involved in terrorism and ensure they face trial in India.
